Overview

Easypaisa is Pakistan's first mobile money service and the second-largest mobile wallet platform by registered accounts and volume. It is operated by Telenor Microfinance Bank (TMB), which holds the branchless banking license issued by the State Bank of Pakistan. Launched October 2009, Easypaisa pioneered the mobile money model in Pakistan and established the branchless banking category. As of 2023, Easypaisa reported over 30 million registered accounts (unverified; active 30-day users substantially lower).


History

Easypaisa launched in October 2009 as a joint initiative of Telenor Pakistan and Tameer Microfinance Bank. Telenor provided the mobile network and distribution, while Tameer held the microfinance banking license required under SBP's branchless banking regulations. Early focus was on over-the-counter (OTC) transactions -- agent-assisted transfers without requiring a wallet account -- recognizing that target users were unfamiliar with mobile-based services.

In 2014, Telenor Group acquired majority control of Tameer, which was renamed Telenor Microfinance Bank, consolidating MNO and banking sides. Easypaisa held market leadership for several years but was overtaken by JazzCash around 2018-2019 following Jazz's aggressive distribution strategy. Easypaisa responded by investing in its smartphone app and expanding financial products.

In 2022-2023, the TMB ownership structure underwent changes as Telenor pursued broader restructuring of its Asian operations. VEON (Jazz's owner) was reportedly in discussions regarding Telenor Pakistan's assets, though as of 2024 TMB continues to operate under Telenor-linked ownership (unverified).


How It Works

Easypaisa operates through USSD (*786#), a smartphone app, and agent-assisted OTC. Users register with CNIC and biometric verification against NADRA. Account tiers follow SBP's branchless banking KYC framework: L0 (CNIC-only, restricted limits) and L1 (biometric NADRA verification, higher limits).

Deposits and withdrawals happen at Easypaisa agent locations and Telenor franchise outlets, or via ATMs through 1LINK. P2P transfers work to other wallets and bank accounts via 1LINK and Raast. The platform has gradually shifted from OTC-dominated to wallet-based usage as digital literacy has improved.

  • Sending to Easypaisa wallet: Tiered by amount; small-value nominal

  • Cash withdrawal: Tiered by amount
  • Bill payments: Many free or small convenience fee
  • Merchant payments: Generally free to payer

Regulatory & Licensing

Easypaisa operates under a branchless banking license held by Telenor Microfinance Bank, issued by the SBP under the Branchless Banking Regulations (2008, revised 2011, 2016). TMB is a licensed microfinance bank regulated under the Microfinance Institutions Ordinance 2001. Customer funds are held within TMB subject to SBP prudential requirements. TMB was reported among applicants for a digital bank license under SBP's 2023 framework (unverified).

Ownership

Operated by Telenor Microfinance Bank:
